Woodlands Drive 17 EC is the working name for City Developments Limited's upcoming executive condominium at Woodlands Drive 17, District 25, about a five-minute walk from Woodlands South MRT (TE3). "Wynwood Grand" is the name most property marketing sites use for CDL's Woodlands Drive 17 EC. As at 21 September 2026, we have not found a CDL announcement or HDB record confirming it, so this page uses the working name Woodlands Drive 17 EC until the developer publishes the official name.
Woodlands has not had a new executive condominium since Northwave in 2016. In that time the town's first Thomson-East Coast Line stations opened, Woodlands Health Campus began operating, and about 6,000 Woodlands HDB flats passed their five-year MOP, according to Huttons (EdgeProp, 5 August 2025). For a family that wants to move up without leaving Woodlands, this is the first new EC option in about ten years.
The site sits on Woodlands Drive 17 between the Singapore Sports School and the Woodlands Healing Garden, a therapeutic garden run by NParks. The tender required a wellness-focused design linked to the garden, so green buffers and calm communal spaces are a condition of the land sale rather than a marketing choice.
There are two Woodlands Drive 17 EC sites. This page covers the 1H2025 parcel won by CDL, at the western end near the Healing Garden. The larger 2H2025 parcel to the east, won by Sim Lian in January 2026, is a separate project of about 560 homes. Both keep the old five-year MOP, and CDL's is expected to launch first.

Woodlands Drive 17 EC is about a five-minute walk from Woodlands South MRT (TE3) on the Thomson-East Coast Line. The station has been open since January 2020, so buyers are not waiting on a future line.
From Woodlands South, the Thomson-East Coast Line runs one stop to the Woodlands interchange for the North-South Line and Causeway Point, and two stops to Woodlands North, where the Johor Bahru RTS Link terminates. Heading south, the same line reaches Orchard and Marina Bay without a transfer. Few ECs sit within walking distance of an open station; many are sold on the promise of stations still being built.
For drivers, the Seletar Expressway runs along the south of the site and connects to the Bukit Timah Expressway and the Pan-Island Expressway towards the city and Changi.

The RTS Link is the nearest change. LTA targets passenger service at the end of 2026, with a five-minute ride from Woodlands North to Bukit Chagar in Johor Bahru and immigration cleared once, at departure. Cross-border projects have slipped before, so treat the exact month as a target rather than a promise.
Around the same time, Woodlands Checkpoint is being expanded for road traffic, and the Woodlands Regional Centre is adding offices, a transport hub and new homes around the Woodlands and Woodlands North stations.

Woodlands is a designated URA Regional Centre, the commercial hub of the North. Several dated, funded projects are under way within a few MRT stops of Woodlands Drive 17 EC, led by the RTS Link to Johor Bahru and the Woodlands Regional Centre.

For a future resale buyer, the practical effect is a town with its own jobs, hospital and border rail link, rather than a dormitory estate at the end of the line. That matters most after the MOP, when the unit can be sold to other Singapore households, and again after full privatisation, when foreigners and companies can buy.

No price list has been released for Woodlands Drive 17 EC. When the tender closed, Knight Frank estimated that prices could start just above $1,800 psf and average about $1,900 to $2,000 psf. These are analyst estimates, not CDL prices.
The land cost explains why. At $782 psf ppr, CDL paid more for this land than for any EC site before it, and new launch prices generally follow land cost. For comparison, Norwood Grand, CDL's private condo nearby in Woodlands South, averaged $2,066 psf at its October 2025 launch and was 85% sold (EdgeProp). ECs are usually priced below comparable private condos because of the income ceiling and MOP.

For an EC bought from the developer, the loan is limited by the Mortgage Servicing Ratio (MSR): monthly repayments cannot exceed 30% of gross household income, tested at a 4% interest rate rather than today's lower rates (MAS). Because EC households also earn at most $16,000 a month, MSR often limits the loan more than the 75% loan-to-value cap does. The table shows what that means before any other debts.

On 8 May 2026 the government lengthened the EC Minimum Occupation Period to 10 years and removed the Deferred Payment Scheme for new EC tenders. Woodlands Drive 17 EC is one of five EC projects exempted, because its tender closed before the cut-off.

An owner can sell or rent out the whole unit after five years instead of ten. Upgraders still paying off an HDB flat can use the Deferred Payment Scheme to defer most of the price until TOP. And full privatisation, when foreigners and companies may buy, arrives five years sooner than at any EC tendered under the new rules.
The neighbouring Sim Lian site shares the same exemption, so the old terms are not unique to CDL's parcel. The household income ceiling stays at $16,000 a month, MSR still applies to the loan, and whole-unit rental is not allowed until the MOP ends. Five years is also the shortest MOP now left in the EC market.

Woodlands Drive 17 EC suits owner-occupiers who plan to live in Woodlands for at least the five-year MOP. The case for it rests on an open MRT station, the old EC rules and a town with funded growth plans. Buyers should also weigh the record land cost and a larger EC launching next door.
Woodlands' previous new ECs launched a decade ago. Their resale prices in 2025 give a sense of how ECs in this town have performed after MOP and privatisation.

The MRT is already running, five minutes away. Woodlands has gone about ten years without a new EC, while about 6,000 of its HDB flats have passed their MOP (Huttons, via EdgeProp). CDL's last two ECs sold out, and the old five-year MOP and Deferred Payment Scheme are no longer offered on new EC sites. The RTS Link and Regional Centre are dated, funded projects rather than proposals.
The $782 psf ppr land cost points to high entry prices for an EC, and MSR limits how much a household can borrow. Sim Lian's site next door adds about 560 homes to the same buyer pool, and its construction will likely continue after this project's TOP. Whole-unit rental is not allowed during the five-year MOP. Resale volumes at single EC projects are modest: Bellewoods recorded 16 resale deals and Northwave 33 in the first half of 2025.
There are two new Woodlands ECs on Woodlands Drive 17. Both are about a five-minute walk from Woodlands South MRT and both keep the old five-year MOP. The difference is size, land cost and timing: CDL's smaller site is expected to launch first, at a slightly lower land rate.

Five EC projects in the pipeline were exempted from the May 2026 changes: the two Woodlands Drive 17 sites, Senja Close in Bukit Panjang (also won by CDL, at $771 psf ppr), Sembawang Road ($692 psf ppr) and Miltonia Close in Yishun. Among them, the Woodlands Drive 17 sites are the ones within walking distance of an open MRT station, while Sembawang Road carries the lowest land cost.
